
The City Council met on September 9, 2025 in the City Council Chambers. The meeting was open to the public and four people spoke in regards to the increase of property taxes that the Council proposed. Scott Emerson implored the Council to consider the no new revenue tax rate, instead of the minimus rate. Shannon Thomason asked the Council to consider going into the tax reserves instead of raising taxes. Jeremy Joy had questions regarding the raises of city employees and how that affects the budget. Another resident asked the City Council to consider implementing hiring freezes. The mayor stated that there would be a meeting on September 16, 2025 so that all residents would be able to submit their suggestions as to how to cut the budget and then the property tax would be voted on.
Two properties were approved for abatement and annual bids were awarded to supply the county with various chemicals. The first reading of an ordinance amending Chapter 48 of the Big Spring City Code entitled “Traffic and Vehicles” to repeal conflicting legislation regarding school speed limit zones was approved. The Council also approved a resolution to designate one mailing address, one electronic mail address and to approve electronic submissions for receiving written public information requests. A first reading of two resolutions was approved regarding the joining with the State of Texas as a party in eight various opioid settlement agreements. A roofing consultant agreement was approved between the City and Building Science Consultants for roofing consulting services regarding storm damage to city owned property. Lastly a change was approved to change order to the Seal Coat Project 2025 by adding striping to the major throughfares.
