BIG SPRING, TX — The Big Spring Economic Development Board of Directors met Tuesday to consider and take action on an Annexation Agreement between the Big Spring EDC and the City of Big Spring.
Executive Director Mark Willis explained that the property in question covers 127 acres and is situated at the southeastern intersection where Fraizer Road meets the airport property.
Due to changes in state law, annexation now requires a formal request from the property owner, as involuntary annexation is no longer permitted. Property owners are seeking annexation in order to access essential City services such as water, sewer, sanitation, and streets, all of which are necessary for developing the land. This particular property forms part of the area targeted by ongoing collaboration between the EDC and the City, which recently secured a Federal EDA grant to extend city water and sewer infrastructure, ultimately making way for the creation of the Crossroads Business Park.
After annexation and subsequent development, the City stands to gain through increased property tax revenues, the possibility of added sales tax, and the creation of new jobs for residents of both Big Spring and Howard County.
A public hearing concerning the annexation will be held with the Big Spring City Council on Tuesday, July 22, 2025, at 5:30 PM in the Council Chambers, located at 307 E. 4th St. in Big Spring.
